 "Most investors should  hold some foreign positions in their portfolios," says Leonard Goodall in his No-Load Portfolios. Here, he looks to Latin America and Northern Europe.

"The Fidelity Nordic Fund (FNORX) invests mainly in companies in Scandanavia and Northern Europe. If you're portfolio includes funds that pinpoint specific regions, then this is a good one to consider.

"Its portfolio holds a total of 32 companies and the top ten holdings consistute just over 49% of the total portfolio. Its largest investments are in Sweden (34%), Finland (20%), Norway (17%) and Denmark (8%). Its major holdings include Noka, Nokian Renkaat, Nordea Bank, Ekektra and Tara International.

"The funds good returns have included considerable year-t-year-volatility. The fund return 23% in 2007, 36% in 2006, 18% in 2005 and 32% in 2004. However, we caution that the fund also lost 18% in 2002 and 27% in 2001.

"For a specialized fund of this type, it has a reasonable 1.03% annual expense ratio. The minimum invest is $2,500 for regular accounts and $500 for retirement accounts.

"We also recommend T. Rowe Price Latin America Fund (PRLAX), which is a holding in our long-term dollar cost averaging portfolio. The fund has provided good returns in recen tyears for investors willing to accept risk and volatility.

"The fund has returned 13% so far in 2008. It returned 48% in 2007, 51% in 2006, 60% in 2005 and 38% in 2004. We caution that the fund lost 18% in 2002 and 1% in 2001.

"Its largest investments are in Brazil (65%), Mexico (26%) and Chile (4%). Its major holdings include America Mobile ADR, Petroleo Brasileiro, Companhia Vale Do Rio Doce and Wal-mart de Mexico.

"The fund can go down as rapidly as it went up, but dollar cost averaging investors should remember that volatility can lead to profits in the long-term. The minimum investment is $2,5000 for regular accounts and $1,000 for retirement accounts."
